I worked for the VA, in America, for 22+ years and saw many things tha should have never happened. I tried and tried to get someone to listen to the "real deal", but could not find the right ear. I was told to be quiet, or I would "make things worse", and my very dear friends were afraid I would lose my job. I was always up front with the veterans I served, telling them things the VA would never tell them, and being forbidden to do so.
