A spy is someone who discloses “their secrets directly and exclusively to a foreign power, often one with which the United States has hostile relations.” What Bradley Manning and Edward Snowden did was disclosing crimes were committed in wars the US waged post 9/11 to the American public through the media.
In the New Republic, John B. Judis explains why the Obama Administration should pardon Bradley Manning:
“Manning and Snowden’s leaks—as well as those earlier of Thomas Drake about the NSA’s warrantless surveillance or John Kiriakou of CIA’s use of torture—revealed the underside of questionable foreign policy activities about which the public had either been kept in the dark or deceived.
